Is Bamboo Plywood Subject to U.S. Plywood Tariffs or the EU EUDR? (2026 Guide)
Do bamboo plywood tariffs apply to your shipments? In most cases, no. Solid (all-bamboo) plywood is generally outside the scope of the new U.S. antidumping and countervailing duties on Chinese hardwood and decorative plywood, so the bamboo plywood tariffs that hit wood-core panels usually do not apply. Pure bamboo products also fall outside the EU Deforestation Regulation (EUDR). For importers in 2026, that usually means lower duties and less compliance paperwork than wood-based or bamboo-faced composite panels. Confirm your product’s HTS classification and duty status with a licensed customs broker before you import.

The 2026 U.S. bamboo plywood tariffs explained
In 2025 the U.S. Department of Commerce opened antidumping (AD) and countervailing duty (CVD) investigations into hardwood and decorative plywood from China, Indonesia and Vietnam. The preliminary determinations in early 2026 set very high margins for Chinese product:

Where bamboo plywood stands
The exclusion is written into the scope itself. Commerce excludes “products made entirely from bamboo and adhesives (also known as solid bamboo)” and, separately, “multilayered wood flooring with a face veneer of bamboo or composed entirely of bamboo”.
What pulls a panel into scope is equally explicit: a covered panel “must have at least either the face or back veneer composed of one or more species of hardwood, softwood, or bamboo, regardless of any surface coverings”. So a bamboo face over a poplar or eucalyptus core is caught, while an all-bamboo panel is not. Construction, not appearance, decides it:

A 100% bamboo panel stays outside the plywood duties. A bamboo face over a hardwood or softwood core can be treated as decorative plywood and fall within scope. For U.S. buyers, that difference often decides the landed cost.
One more exclusion is worth knowing if you buy concrete formwork: the scope also excludes Phenolic Film Faced Plyform, also called Phenolic Surface Film Plywood, where the panel carries an Exterior or Exposure 1 bond classification, an opaque phenolic film of 90 g/m³ or heavier permanently bonded to both face and back, and an opaque moisture-resistant coating on the edges. The criteria are specific, so match them against your own panel spec rather than assuming.
One caution on HTS codes. Commerce lists the tariff headings for convenience only and states plainly that they “do not define the scope of the investigation” and that “the written description of the merchandise under investigation is dispositive”. A favourable HTS code is not a ruling. Have your customs broker read your product against the written scope, and ask us for the construction details and test reports you need to support that reading.
Bamboo and the EU Deforestation Regulation (EUDR)
The EUDR applies from 30 December 2026 for large companies and from 30 June 2027 for small ones. It requires due-diligence proof that products are deforestation-free. The European Commission has clarified that bamboo is a non-wood forest product, so products made only from bamboo are not covered. Products that combine bamboo with wood are covered for their wood component. Pure bamboo plywood therefore avoids the compliance steps that hardwood plywood importers face in the EU.
What this means for importers
If you import decorative panels, longboard or skateboard cores, furniture board or flooring, an all-bamboo specification can mean no plywood antidumping or countervailing duty in the U.S. and no EUDR due diligence in the EU. That is a measurable cost and paperwork difference against wood and composite panels in 2026.
