Is Bamboo Plywood Subject to U.S. Plywood Tariffs or the EU EUDR? (2026 Guide)

Do bamboo plywood tariffs apply to your shipments? In most cases, no. Solid (all-bamboo) plywood is generally outside the scope of the new U.S. antidumping and countervailing duties on Chinese hardwood and decorative plywood, so the bamboo plywood tariffs that hit wood-core panels usually do not apply. Pure bamboo products also fall outside the EU Deforestation Regulation (EUDR). For importers in 2026, that usually means lower duties and less compliance paperwork than wood-based or bamboo-faced composite panels. Confirm your product’s HTS classification and duty status with a licensed customs broker before you import.

The 2026 U.S. bamboo plywood tariffs explained

In 2025 the U.S. Department of Commerce opened antidumping (AD) and countervailing duty (CVD) investigations into hardwood and decorative plywood from China, Indonesia and Vietnam. The preliminary determinations in early 2026 set very high margins for Chinese product:

Measure (Chinese hardwood & decorative plywood)Preliminary level
Antidumping duty (AD)about 183% to 187%
Countervailing duty (CVD)added on top (country-wide preliminary rate)
Section 301 tariffplus 25%
StatusPreliminary. Final determinations expected in 2026.

Where bamboo plywood stands

The scope of the U.S. orders excludes products made entirely from bamboo and adhesives (solid bamboo), and it excludes bamboo flooring. The construction of the panel decides whether duties apply:

Panel typeU.S. AD/CVD (China plywood)EU EUDR
All-bamboo / “solid bamboo” plywoodExcluded (out of scope)Not covered
Bamboo flooring (bamboo face or all bamboo)ExcludedPure bamboo not covered
Bamboo-faced plywood with a hardwood or softwood coreMay be in scopeCovered (contains wood)
Standard hardwood or decorative plywoodIn scope. Duties apply.Covered

A 100% bamboo panel stays outside the plywood duties. A bamboo face over a hardwood or softwood core can be treated as decorative plywood and fall within scope. For U.S. buyers, that difference often decides the landed cost.

Bamboo and the EU Deforestation Regulation (EUDR)

The EUDR applies from 30 December 2026 for large companies and from 30 June 2027 for small ones. It requires due-diligence proof that products are deforestation-free. The European Commission has clarified that bamboo is a non-wood forest product, so products made only from bamboo are not covered. Products that combine bamboo with wood are covered for their wood component. Pure bamboo plywood therefore avoids the compliance steps that hardwood plywood importers face in the EU.

What this means for importers

If you import decorative panels, longboard or skateboard cores, furniture board or flooring, an all-bamboo specification can mean no plywood antidumping or countervailing duty in the U.S. and no EUDR due diligence in the EU. That is a measurable cost and paperwork difference against wood and composite panels in 2026.

Frequently asked questions

Plywood made entirely from bamboo and adhesives (solid bamboo) is excluded from the scope of the U.S. hardwood and decorative plywood AD/CVD orders. A panel with a hardwood or softwood core and only a bamboo face may still fall within scope. Confirm your HTS classification with a customs broker.
No. The European Commission classifies bamboo as a non-wood forest product, so products made only from bamboo are not covered by the EUDR. Products that mix bamboo with wood are covered for their wood component.
Solid (all-bamboo) plywood is built entirely from bamboo plies and adhesive, and it is excluded from the U.S. plywood duties. Bamboo-faced plywood uses a thin bamboo veneer over a hardwood or softwood core and may be treated as decorative plywood within scope. An all-bamboo build avoids the ambiguity.
Yes. HTR Bamboo produces 100% bamboo plywood with no wood core. It is FSC certified (FSC-C210923) with E0/E1 low-emission adhesives, and it ships with test reports and import documentation. Send us your specification and destination and we will advise.
Tariff and EUDR outcomes depend on the exact product construction and HTS classification. Start from the panel construction (100% bamboo against bamboo-faced or wood-core) and confirm the binding classification with a licensed U.S. customs broker or your EU compliance advisor.
